Shift Program Construction Update

April 2020

The government has deemed public works construction activities to be essential, so we’re continuing to keep active construction projects moving during the COVID-19 pandemic. Protecting the health and safety of the San Diego region, including our partners, contractors, and stakeholders, is a top priority for SANDAG. Be assured that construction crews are following precautionary health measures, and we continue to monitor developments and follow all health guidance and orders. To protect the health and safety of staff, partners, and the general public, SANDAG offices are closed to the public. Our team is working remotely during this time to provide essential services, and to continue progress on critical regional projects.

Mid-Coast Trolley Construction, SANDAG Project

Nobel Drive Trolley Station Parking Structure
In late April, crews began pouring concrete for the future Nobel Drive Trolley Station parking structure, located in a section of the La Jolla Village Square parking area. Concrete pours are anticipated to continue through fall 2020. These pours should occur two or three times per week and will typically begin around 12:05 a.m. each night, though work hours may vary. Additional construction activities will be required for the structure and will typically take place Monday through Saturday from 7 a.m. to 5 p.m. Once complete, the parking structure will provide spaces for transit patrons and retail customers.

Genesee Avenue
Mid-Coast Trolley crews have completed the removal of falsework along Genesee Avenue and remain on-site to complete the cleanup process. Overnight closures of Genesee Avenue may continue for the next several weeks as crews continue work on the Trolley bridge. Construction schedules are subject to change.

Voigt Drive Improvements, Joint Project of Caltrans, SANDAG, and UC San Diego 

In mid-April, a full closure of Voigt Drive went into effect between Campus Point Drive and the entrance to The Preuss School. In June, impacts to Campus Point Drive are anticipated to go into effect. The Voigt Drive Improvements project will realign Voigt Drive and Campus Point Drive to provide direct access to the future Voigt Drive Trolley Station and improve traffic flow in the area. Additionally, crews will widen Voigt Drive, improve underground utilities, and construct new sidewalks and a bike lane. Construction for the project began in December 2019 and is expected to continue through fall 2021. Access to UC San Diego and Scripps Health medical facilities will be maintained throughout construction.


North Torrey Pines Living and Learning Neighborhood, UC San Diego Project

Night work continues along Muir College Drive and will require lane closures at the North Torrey Pines intersection. Crews are planning to conduct nighttime work at the intersection of North Torrey Pines Road and Muir College Drive. This will include the replacement of one traffic signal arm and new control wiring to the signals. In addition, a new streetlight will be installed just south of the Muir College Drive intersection and a new storm drain will be connected in the north bound lanes of North Torrey Pines Road. Work will occur between the hours of 9 p.m. and 5 a.m. and will require lane closures.


Fire Station 50, City of San Diego Project

Fire Station 50, to be located on the southeast corner of Nobel Drive and Shoreline Drive, is anticipated to open in November 2020. Contractors have begun work on the sewer line and construction of the east driveway entry. Demolition of the median and concrete placements is scheduled to begin later this month. The electrical switch gear and drywall installation will be ongoing for the rest of the month. Traffic impacts may occur during the removal of the median on Nobel Drive.
